
The Legacy
Congressman Rev. William H. Gray III was a transformative leader, dedicated public servant, and trailblazer in American history. As the first African American Majority Whip in the U.S. House of Representatives, he played a pivotal role in shaping national policy and advocating for economic investment, education, and infrastructure development. Beyond Congress, Gray was a global figure, pastor, and educator, driving initiatives that expanded access to housing, strengthened educational opportunities, and fostered international engagement. His legacy continues to inspire communities, leaders, and institutions committed to progress and opportunity.
The Mission
The William H. Gray III Memorial Foundation honors the legacy of Congressman Gray by fostering leadership, public service, and educational advancement. His impact was formally recognized in 2014 when federal legislation renamed Philadelphia’s iconic train station in his honor. Through this initiative, the Foundation seeks to inspire future generations by celebrating Gray’s contributions to economic empowerment, infrastructure development, and community leadership.


The Memorial
The Foundation, in partnership with the City of Philadelphia, the Commonwealth of Pennsylvania, Amtrak, Monument Lab, and civic leaders, is leading a historic initiative to create a memorial honoring Congressman Gray’s transformative contributions to public service, education, and economic advancement.

The Foundation has raised $4 million toward its $6 million goal, with major contributions from public and private supporters.

Building Momentum
In collaboration with Monument Lab, a renowned public art and history studio based in Philadelphia, the Foundation is spearheading a transformative community project through three distinct phases:

Portals & Pathways
Temporary, visually striking installations in the Grand Hall of Gray/30th Street Station. These displays invite the public to reflect on Congressman Gray's enduring legacy of leadership and service, showcasing his commitment to expanding opportunities and fostering progress.

Living Memorial
A permanent installation in the Grand Hall will engage the station’s 100,000 daily visitors, celebrating Congressman Gray’s enduring legacy of leadership, public service, and educational advancement. Launched with an open call to artists in October 2024, the Living Memorial will be officially unveiled in summer 2026.

Digital Enrichment Program
This interactive learning initiative will provide educational resources illuminating Congressman Gray’s contributions. The program aims to foster a deeper understanding and commitment to civic responsibility by connecting the public with organizations and programs that align with his values.
